angel of apathy

A little concept that I was thinking about...
It's a spirit/"angel" that embodies apathy. It's benign, for the most part, and it basically just wanders around places. Its eyes are closed, and it's covered in feathers, which it drops. These feathers settle like seeds in people's hearts and make them apathetic to problems in the world. These "angels" often hang around in big cities.
Now for the fun part! On their chests, these angels have a sort of hard plate or carapace thingy, which covers their weak spot. When you break it... stuff happens.
